The Astana Economic Forum is an international dialogue platform for the development of mechanisms of the global financial system development, promotion of business development, integration processes, international cooperation and attraction of investments. The Forum aims at mutually beneficial cooperation, encouragement of investment attraction, social development innovation implementation.

The forthcoming IV Astana Economic Forum will be held on May 3-4, 2011, the Forum program designed for 2 days includes 15 events focusing on 3 major areas: global economy and finance, business and investment, and society and stable development.

Among the participants of the IV Astana Economic Forum there are prominent political figures, famous scientists, Nobel laureates, representatives of major international corporations, financial institutions, as well as representatives of the real economy.

Today about 1500 people, including 395 foreign participants from 51 countries, have already confirmed their participation in the Forum.

Among the main speakers of the Forum there are 7 Nobel Laureates, former and current heads of state, as well as academicians, central banks governors, representatives of business elite and other famous personalities from more than 80 countries. The following guests confirmed their participation: Ex-President of Croatia Stjepan Mesić, Ex-President of Bolivia, Member of Club de Madrid Jorge Quiroga , Director-General, Food and Agriculture Organization of the United Nations (UN FAO) Jacques Diouf, Under - Secretary-General, United Nations (UN), Executive Secretary, Economic and Social Commission for Asia and the Pacific (UN ESCAP) Noeleen Heyzer, Counsel, Heenan Blaikie Corporation, Ex-Prime Minister of Canada Jean Chrétien, Chairman, JPMorgan Chase International Jacob Frenkel, President and CEO, Toshiba Corporation Norio Sasaki, Chairman, DFC Associates LLC, Ex-Chairman, Central Bank of Argentina, Ex-Minister of Economy of Argentina Domingo Cavallo, Minister of Trade and Industry of the Kingdom of Saudi Arabia His Excellency Abdullah bin Ahmed Youssef Zainal and many others.

One of the significant events of the forum will be the session “International Monetary System: New Configuration of Economic and Monetary Power”, conducted by the Reinventing Bretton Woods Committee and Nobel laureate Robert Mundell. The purpose of this session is to discuss changes and improvements in financial and monetary system, and among the speakers there will be experts from Kazakhstan, U.S.A., European Union, China, Japan, Russia, Brazil and other countries.

Within the frameworks of the Forum will be held a session on Economic peculiarities of tourism in the modern world. The purpose of this event is to increase the competitiveness of the tourism industry, through the mutually beneficial cooperation between the public and private sectors, investment cooperation in the field of tourism, exchange of experience of international cooperation, realization of international projects in tourism, as well as to ensure stable growth of the income of state and population. Among the participants of the session there are the Secretary General of the World Tourism Organization UNWTO Mr. Taleb Rifai, directors of international tourist companies from France, Germany, the Netherlands, professors of leading world universities, and government representatives.

Today the main issue for the Central Asian countries is food security. Aggravation of the world food problem in the XXI century is mainly caused by higher population growth compared with growth rates of production, as well as global climate change. Within the frameworks of the IV Astana Economic Forum will be held a panel session on “Ensuring Food Security in Central Asia”. The session will be attended by Director General of the Food Agriculture Organization (FAO) Jacques Diouf, government representatives, the Central Asian region, international analysts and experts in the field of food security, development institutions, the World Bank, Organization for Economic Cooperation and Development (OECD), members of the Customs Union, major international and domestic industry associations.

The JSC “National Welfare Fund “Samruk-Kazyna” organizes a roundtable discussion on the state regulation in the sector of the economy and modernization of the quasi-public sector for the development of country’s economic potential. The speakers of the round table will be Nobel Laureates James Mirrlees and John Nash, as well as President and CEO of the Export-Import Bank of China Lie Gu Jo, Member of the Bundestag, Former Minister of Economics and Technology Michael Gloss, and others.

The Eurasian Business Congress is also planned to be conducted, which will focus on expanding the mutually beneficial trade and economic ties and development of investment cooperation in Eurasia. The speakers of the Congress: the Honorable President of the Petroleum Association of the Philippines Jose de Venecia, Mushahid Hussain Secretary General, Pakistan Muslim League , Richard Schenz, Vice - President of the Austrian Federal Economic Chamber , and others.

With the aim of signing agreements and memoranda of cooperation between the JSC “National Innovation Fund” and the international innovation institutions, launching of joint projects in the field of innovation, an exhibition of industrial and innovative projects will be held on May 3-4.

The Innovation Congress Program includes the plenary session, which will discuss inter-state policies, the integration processes and mechanisms of international innovation cooperation. With this objective, the authoritative international organizations and institutions in the field of public policy, economics and innovation are involved into the formation of Congress information content. The Congress will bring together the key players of the national innovation system: technoparks, business incubators and business structures in development and introduction of innovative technologies, as well as the developers of the government policy on innovative inter-state cooperation.

Along with this will be held other actual events, namely:

-Session on Global and regional integration, which aims to search for new integrative approaches and opportunities for competitive leadership states, as well as to enhance economic and trade cooperation between China, Russia and Central Asia;

-Event with the aim of dialogue between TNCs and government organizations on issues of TNCs in different countries, as well as attracting TNCs operating in high tech fields which are of interest for Kazakhstan

-Session on Regional Development to discuss the management of regional development, the formation of rational territorial organization, improvement of the effectiveness of fiscal policy in respect of the regions;

-Session on “SMEs as the engine of the economy”, which is a dialogue between national corporations and representatives of large companies and SMEs to develop a strategy for SME development and IPO stock market in Kazakhstan;

Session on environmental direction of the forum – “Green Growth - Prospects of post-Kyoto”, devoted to the problems of global climate change and adapting to its effects, as well as the session on Formation of global energy and environmental strategy to develop recommendations for the leaders of countries participating in the G20 and the World Summit on Sustainable Development Rio-20.

Within the frameworks of the Forum the Investment Forum “Astana Invest 2011” and a seminar on competitiveness organized together with the WEF will be parallely held. Industrialists and entrepreneurs will discuss steps to enhance cooperation in trade and economic relations and the establishment of mutually beneficial investment climate in the Eurasian space, as well as issues of interaction in the development of the economy.

The concluding event of the day is the "Dialogue of Leaders and advice of Nobel Laureates” in order to identify new approaches to regulate the economy in the post-crisis period, implementation and updating of models of economic development and addressing other pressing issues.

Within the frameworks of the Forum there are expected great results such as conclusion of agreements and memoranda, investment in infrastructure, production and bank sector. Traditionally, the main message of Astana Economic Forum that reflects its major activity is the adoption of Open Letter for leaders of member-countries of 20 leading economies of the world which contains recommendations for improvement and development of the world economy, which will combine the views of Eurasia, overseas countries, the Islamic world and the banking sector as a whole.

As a result of the previous III Astana Economic Forum, memoranda and agreements on cooperation were signed, the agreements with the European Investment Bank on the financing of investment projects worth 1.5 billion euro have been reached.
